The Dar Port Rail Action Plan (Dar Port RAP) is a project to overcome the congestion in the field of rail/container handling at the Port of Dar es Salaam and therefore eroding competition disadvantages in comparison to other East African seaports.
To handle the increased congestion in the field of container handling in the Port of Dar es Salaam (Dar Port), the Government of Tanzania (GoT) has to expand the loading zones at the port and reorganize the overall railway operations. In 2008, the average dwell time for import containers was in the range of 25 days. This is creating competition disadvantages in comparison to other East African Seaports and increases the costs of doing business in Tanzania. The Grant Operation will accompany and support Tanzanian Ports Authority (TPA) through the GoT in the start up of these measurements by (i) analysing the market prospects of Dar Port (ii) evaluating the possibilities of the territorial expansion and recommending the legal and administrative measures necessary to establish the new terminal outside the today’s port borders (iii) reviewing the existing operational concept and recommendations for reorganization of the overall railway operations (iv) working out an operational concept and costs for the new rail terminal (v) determining the financial viability of the project (vi) organizing a workshop to discuss the Final Report with the main project stakeholders.
