The AXIS project aims to support and facilitate the establishment of national and regional internet exchange points (IXPs) as well as regional internet carriers, by providing capacity building to internet community stakeholders, technical assistance to regional internet exchange points and policy & regulatory reform at regional level. Capacity building to support establishment of Internet Exchange Points has been provided to 30 countries. 

As of 31 December 2018, 17 new internet exchange points have been set up.

The grant from the Trust Fund has been used to mobilize and provide capacity support to internet service providers and internet community stakeholders for the establishment of IXPs. Until now two series of 30 capacity-building workshops have been organised, one dealing with organisational arrangements and best practices of IXPs and the other one with technical set up and administering of IXPs. The grant has also also used to support the establishment of new IXPs and the realization of regional internet exchange points by providing grants to selected IXPs to grow towards becoming regional internet exchange points. Furthermore, it has been used for policy and regulatory reform by developing regional policies and regulations to support the development of regional internet carriers.
